   Thanks again for putting out good music , interviews and giving &#8220;sleepy c&#8221; some competition!

BUT
<br />
  I would just like to voice my objections  to your regular program of Amy Goodmans which I would have to term Democracy Not as it is very heavily slanted  anti Israel with little corroboration of facts as good journalism demands. and as I requested to no avail.
<br />
   Regretfully, Al Jazeerah and Noam must be close bedfellows because the Palestinian  propaganda is more than obvious and not what I would expect from her and our community radio.&nbsp;  
<br />
    I have been interested in Israel for many years and have had the opportunity to visit the only democracy in the Middle East three times ,and in my opinion ,your broadcast of the invalidated Palestinian occupational pap does Israel a great injustice to her ancient rights to Judea Samaria that the Arabs and many other long forgotten usurpers have always coveted.&nbsp;

•Leah is currently working on the application hoping to be finalized this Friday. Tickets could be for sale as early as Earth Day weekend. Leah inquired about utilizing the resources to do an Early Bird Draw prize. The yard sale at Eva&#8217;s house has been postponed until May.

<p>
Action: Leah to work with the CCC for suggestions on who and where to organize KCR tables.
<br />
Action: Increase more add stops for the yard sale and put up more posters.

8. Fun Run/Walk

Volunteering at a Kootenay Coop Radio Booth is fun, for those that like talking to people.
</p>
<p>
The Booth is so important as a public point of contact in so many ways: foremost it generates awareness of the organization, that a local not for profit community service radio station is available and accessible.
</p>
<p>
Other important things that happen at a booth, as a volunteer you help the station by selling T-shirts, Memberships, Bumper Stickers, and when in season, Raffle Tickets, these all are revenue generating concepts that assist the station in covering operational costs.
</p>
<p>
Most common things that happen at a booth:
<br />
People are happy to see you, some may just walk by, but those who are interested are really friendly and happy to connect.
<br />
Membership connection, where people can become a member, or renew their membership, they will ask questions about what membership means, etc.
</p>
<p>

        <p>CHARITABLE STATUS
<br />
Charitable status is not achievable for most stations, and it will not lead
<br />
to the growth in stable revenue predicted by CAB during the hearing.
<br />
Stations that do obtain charitable status may have additional funding
<br />
opportunities, but they will also have to compete with many other deserving
<br />
organizations for grants and donations, and funding sources will continue to
<br />
be affected by the economy.
<br />
A small number of c/c stations have charitable status (e.g. CFFF, CJSR,
<br />
CFRO).&nbsp; CFRO established a separate charitable organization to receive
<br />
donations and carry out only certain qualifying station-related activities.
<br />
These stations obtained charitable status years ago, before the recent
<br />
Income Tax Act amendments and Canada Revenue Agency rule changes.&nbsp; Many
<br />
stations have applied since and were rejected (e.g. CJHR, CHUO, CJLY).&nbsp; Some
<br />
stations have lost their charitable status after not filing annual
<br />
paperwork.&nbsp; They can only re-register now by filing all missing returns
<br />
before and since revocation, and they must qualify based on the new rules.
<br />
We believe the additional administration required may not be worth the small
<br />
increase in revenue.&nbsp; For example, CJSR has considered giving up its
<br />
charitable status due to this burden.&nbsp; They have found that generating tax
<br />
receipts for donors overwhelms staff during funding drives, and they can’t
<br />
afford to issue receipts for donations smaller than $60.&nbsp; Charitable status
<br />
also prohibits them from offering promotional items to entice funding drive
<br />
donors.&nbsp; Previously, volunteer program hosts created show-specific donor
<br />
incentives.&nbsp; Now CRA requires them to observe a *de minimis *threshold for
<br />
gifts to donors.
<br />
To qualify as a charity, CRA sets out the following requirements, which
<br />
would significantly impact how a radio station can be run:
<br />
   1)     There are 4 charitable purposes: relief of poverty, advancement of
<br />
   education, advancement of religion, and other purposes recognized by the
<br />
   courts as charitable (e.g. disability services, environmental preservation,
<br />
   animal shelters, etc.).&nbsp; The only category under which c/c radio station
<br />
   activities fall is education.&nbsp; Courts have held that simply providing
<br />
   information is not educational; only training or instruction services
<br />
   count.
<br />
   2)     None of an organization’s purposes or goals can be political, and
<br />
   all political activities must be reported.&nbsp; Organizations that tend to
<br />
   influence public opinion or actions toward one side of a controversial issue
<br />
   are disqualified.&nbsp; Arguably some stations&#8217; spoken word programming falls
<br />
   into this category.
<br />
   3)     An organization must devote all of its charitable revenue only to
<br />
   charitable purposes and activities.&nbsp; Donations cannot be used for basic
<br />
   station operations.
<br />
   4)     A charity also may not use its income to benefit its members.&nbsp; It
<br />
   must only be used for charitable purposes.
<br />
We believe the only way to obtain charitable status presently is for
<br />
stations to set up a separate charitable organization confined to carrying
<br />
out a station’s educational activities, like CFRO.&nbsp; CKUT is pursuing this
<br />
approach.&nbsp; They have worked on their application for over a year with help
<br />
from a high-priced Ottawa law firm, but have not yet achieved success.&nbsp; If
<br />
they do, they will have to keep two sets of books, file two tax returns, and
<br />
elect two boards of directors - one for each organization.

        <p>Commercial radio thinks their broadcasting is more important than ours: community radio

Private radio proposed government subsidies, community funding, and charitable status as its prescriptions for the ailing campus and community radio sector Tuesday—solutions the community radio sector called “patronizing.” 
</p>
<p>
“Many of their points were patronizing. They were suggesting that what we [the campus and community radio sector] do is much less important than what they do,” Freya Zaltz, regulatory affairs director of the National Campus and Community Radio Association (NCRA), told The Wire Report following hearings at the CRTC.
</p>
<p>
The Canadian Association of Broadcasters, representing commercial radio at the hearings, said that was not its intention, and citing its own financial difficulties, rejected a community radio proposal to receive commercial funding. 
</p>
<p>
“I’m sorry to see that she [Zaltz] felt we were patronizing,” Pierre-Louis Smith, the CAB’s chief regulatory officer told The Wire Report. “We believe that the community radio sector has a role to play, but we don’t believe that it is up to the private radio sector to be mandated to financially support the community radio sector.”
</p>
<p>
Paul Ski, CEO of Rogers Media’s radio division, told the commission Tuesday that mandating private radio broadcasters to fund the campus and community radio sector would “not foster collaborative partnerships between the two.”
</p>
<p>
Sylvie Courtemanche, vice-president of government relations at Corus Entertainment, added that it is difficult for private radio to provide more financial support to the community radio sector in light of the industry’s decline in revenue over the past 14 months. 
</p>
<p>
The CAB’s submission to the commission stated that one third of private radio stations were not profitable in 2008. Courtemanche said that the private industry’s contributions to Canadian content development (CCD) under the Broadcasting Act grew from $3.9 million in 1998 to $28.6 million in 2008.
</p>
<p>
At the CRTC’s review of campus and community radio Monday, the sector said it needs an extra $20 million in yearly funding to survive.
</p>
<p>
The CAB proposed Tuesday that it continue its voluntary contributions to the Community Radio Fund of Canada (CRFC). The fund started in 2008 with a donation of $1.4 million by Astral Media Radio to be spent on development programs within the sector over seven years. Earlier this year Astral Media donated another $300,000 to the fund.
</p>
<p>
Smithsaid that it was still too early to judge the effectiveness of the private radio industry’s voluntary contributions to the CRFC.
</p>
<p>
The CRFC has proposed that it become a recipient of additional Canadian content development dollars that the private radio industry must now contribute to organizations like the Foundation to Assist Canadian Talent on Recordings (FACTOR).
</p>
<p>
“With a group of 66 other [organizations] that are eligible for this type of [CCD] funding, these would be dangerous precedents,” said Paul Larche, president of Larche Communications and president of the CAB’s independent radio caucus.
</p>
<p>
The CAB urged that the federal government more actively support community and campus radio.
</p>
<p>
“We believe the engagement of the Canadian government is essential,” said Raj Shoan, director of regulatory affairs at Astral Media. “The CRFC was originally envisioned as an organization that would be funded by the government.”
</p>
<p>
Commissioner Peter Menzies questioned the value of using government funding to create community radio stations with a role similar to the CBC.
</p>
<p>
But Courtemanche responded that community radio has a different social and cultural mandate than the CBC.
</p>
<p>
“I think we can agree that the type of service that the community and campus radio stations would provide would be different from CBC radio or television,” she said.
</p>
<p>
The CAB also argued that community radio stations should improve their efforts to apply for charitable status. As a registered charity, a radio station could hand out tax receipts to donors and have access to grants for charitable foundations.
</p>
<p>
However, Courtemanche said the community radio sector may lack the legal counsel necessary to navigate the complicated process of attaining charitable status through the Canadian Revenue Agency.
</p>
<p>
She suggested community and campus radio could benefit from the assistance good lawyers, and that the CAB would consider providing the necessary expertise.
</p>
<p>
But Kevin Matthews, executive director of the NCRA, disagreed.
</p>
<p>
“It’s not as if there aren’t people in our sector with expertise in pursuing charitable status,” Matthews told The Wire Report at the hearing.
</p>
<p>
Radio stations no longer meet the Canadian Revenue Agency’s criteria to be charitable foundations, he said. The few community radio stations that have charitable status, Matthews said, received it before the Canadian Revenue Agency changed its regulatory policy for radio stations.
</p>
<p>
“They [the CAB] think it’s simply difficult, but it’s impossible,” Matthews said.
